Standard Users do NOT have that right, though it can get really murky if people start toying with special account groups, since not all the access rights are upfront known for each group.

Just incase you failed to catch it. Admins have rights to change passwords, GUI or command prompt. Considering every time CMD popped up, he as user DAN and DAN was listed as a systyem admin, That method is just a tease, unless your GUI interface is broken, then it's a working 2nd method, not a work around for a regular user. that was the command window based pasword change and considering the user he is on is Dan and it's an admin account. What he showed was another way to reset the passwords with an admin account. I have my doubts a normal users lack the rights to change other passwords.
